Neil Young Official Release Series #5 markerer et klart vendepunkt i hans karriere. Med albummene FREEDOM (1989), RAGGED GLORY (1990), WELD (1991) og ARC (1991) træder Young ind i 90'erne og omfavner en ny lyd af rå, vild og inderlig rock'n'roll.

FREEDOM og RAGGED GLORY er blandt de mest berømte studiealbum i Youngs karriere. Hjørnestene i rockdelen af Youngs diskografi. Det originale RAGGED GLORY-album er udvidet til denne genudgivelse med 4 sjældne numre. "Interstate" og "Don't Spook The Horse" var begge b-side singler. "Box Car" og den 12 minutter lange "Born To Run" er begge hidtil uudgivne versioner.

WELD er et af de mest banebrydende albums i Neil Youngs historie. Et livealbum indspillet med Crazy Horse efter udgivelsen af RAGGED GLORY, fra en vildt kreativ periode i bandets historie. ARC er et live-sidestykke til WELD, som dengang skabte den slags musikalske berømmelse, som ofte har præget Youngs kreationer. Et 35 minutter langt inferno af feedback, improvisation, guitarsoli og vokalfragmenter.
